Yes, not every veteran has VA Healthcare, or has / uses VA Benefits (to include VA Health Care). There are several reasons why this might be. Some veterans may not realize that they are eligible for VA Health Care. While they are veterans who chooses not use the VA and others who have been denied or do not qualify.
Why Would a Veteran Not Have VA HealthCare?
There are some, not all veterans, that have have an understanding that only veterans who have been hurt / wounded in the service are eligible for health care at the VA. In fact, that is not that case, most who have served in the military may find that they may be eligible even if they served time during peace time.
